The SFSRA provides complete referee development following the guidelines of the United States Soccer Federation National Referee Program, including instruction, testing, certification, assessment, mentoring, and assignment. The SFSRA also provides administrative support including billing of Leagues and payment to referees. The SFSRA Administrative Fees collected from Leagues go directly into referee development and administration.

2. "Referee Fee" includes the Referee Fee and Assistant Referee(s) Fees. "Game Fee" is defined as the sum of the Referee Fee and the Administrative Fee.
   
   
3. The League shall pay the SFSRA for the assignment of only one Referee per game, unless the League requests an exception.
   
   
4. The SFSRA may assign Assistant Referees for referee development purposes at no charge to the League.
   
   
5. Prior to the first scheduled game of each season, the League will pay a retainer to the SFSRA for eighty percent (80%) of the total projected Game Fees.
   
   
6. The SFSRA will issue a monthly billing statement to the League summarizing Game Fees and detailing any fee adjustments. After the retainer has been fully billed, the League will pay the SFSRA monthly for the remainder of the season.
   
   
7. Checks should be made payable to "SFSRA". Any fees received after the due date are subject to a 10% late fee. Please send remittance to:

• At least 14 days prior to the first game, the League shall send to the SFSRA a schedule of games via email in a mutually agreed upon format, hereafter described:
  1. The file format shall be in plain text (ASCII).
  2. The data shall be formatted as follows:
     1. Each line will constitute a scheduled game ("Record").
     2. Each Record will contain comma-separated values (CSV) in columns.
     3. The columns and their syntax shall be:
        1. Date: M/D/YYYY (example: 9/12/2000)
        2. Time: HH:MM (Military Time) (example: 13:00)
        3. Location: (example: Beach_1)
        4. League/Tournament: (example: GGWSL)
        5. Division/Age: (example: 1st)
        6. Home Team: (example: Scorchers)

• The SFSRA will generate a billing statement from this schedule and deliver it to the League.

• Referees should deliver complete game reports to the SFSRA. The SFSRA will verify and record the game reports.
  
  
• At the end of each month the SFSRA will issue payment to the referee for the recorded games and forward the game reports to the League.

• The SFSRA shall assign only USSF-certified referees to USSF-affiliated Leagues.
  
  
• The SFSRA will notify the League of all referee assignments via email as soon as they have been made. Receipt of the email by the League will constitute an "Assignment".

• Game schedule changes ("Deletions") are made at the discretion of the League and include team forfeitures. Deletions exclude the result of field closures or other causes that are not the fault of the League or its teams (see GAME CANCELLATIONS for such causes).
  
  
• When the SFSRA has not made an Assignment, and the League makes a Deletion, the SFSRA will issue a credit to the League for the full Game Fee.
  
  
• When the SFSRA has made an Assignment, and the League makes a Deletion with at least three (3) days notice, the SFSRA will credit the League the Referee Fee.
  
  
• When the SFSRA has made an Assignment, and the League makes a Deletion with less than three (3) days notice, the SFSRA will issue no credit.

1. Field Closures
   1. The League shall notify the SFSRA by both telephone and email of any field closure as soon as possible.
   2. When the field is closed, and the SFSRA has not made an Assignment, the SFSRA will issue a credit to the League for the full Game Fee.
   3. When the field is closed, and the SFSRA has made an Assignment, the SFSRA will issue a credit to the League for the Referee Fee.
   4. In the event that a Referee deems the field unplayable, they shall endeavor to notify both the League and the SFSRA so games later that day can be cancelled.
      
      
2. Referee No-shows:
   1. When a referee fails to show for their assigned game, the League may attempt to find a USSF-certified replacement referee.
      1. If the League obtains a replacement referee, the SFSRA shall pay the referee the Referee Fee and credit the League one (1) Administrative Fee and one (1) full Game Fee.
      2. If the League is not able to obtain a replacement referee, the SFSRA will credit the League one (1) full Game Fee. Furthermore, the SFSRA shall fine the Referee one (1) full Game Fee, and may revoke and suspend all of the Referee's future SFSRA game assignments, or refer the matter to the CNRA Ethics and Grievance Committee for further disciplinary action, which may include the suspension or revocation of the Referee's USSF Referee license.
